About to buy truck, need some help

I posted before about my huge mistake I made last year, but I'm about to correct that with the purchase of a new to me 98, 246k, white.

Some things that need attention though. The arm rests both seem to be locked in the up position. Is there a way to free these? The rear hatch handle also seems to be frozen. Needs a windshield. It's going straight from the used car lot to my shop for brakes, tbelt and water pump.

For the arm-rests, the first thing to do is to put them all the way up and then try to move them down. They are meant to "catch" at whatever height you set them at so you have to put them parallel to the back of the seat before they reset. Try that and if that doesn't work, I don't know where to go next.
