Watch carefully if the tire guy uses an impact gun to spin the nuts on. If the nuts don't spin when the torque wrench is applied, the nut is already at or past the recommended torque from the impact gun. I see this all the time. Once the torque wrench is applied, it usually clicks instantly on each nut without rotating it at all.
