80-series spare tire carrier (1 Viewer)

I have a JDM HDJ81 with what looks to be an aftermarket spare tire carrier (see pic below). Curious how I would go about actually mounting the spare on it as it does not look like the stock carriers. Is this not used as a spare tire carrier (what is it used for then?) or can I get a bracket to mount a wheel? Looking to avoid having to replacing the entire carrier if possible.

Stock part # looks to be 51903-60082

If the Part Number Posted is Googled there is a Standoff that Goes on the Rack to Support the Tire.
I have no idea where to get it as the Tire Carrier says it is Discontinued.
