Sent him a email that I live in town and have cash in hand and I want to take a look. Lets see what happens.
Here is what i got back, defiantly a scam. Using the military on this, what an a******.
"My name is Steven Ray, The 1996 Toyota Land Cruiser FJ80 has 91,500 miles, automatic transmission,and the year is 1996.Clear title, Excellent condition.Regular maintenance and oil changes were done in time. No accidents or flood damage. The engine is a 6 Cylinder, 4.5 LITER and runs very well.The price is $2800. I am in military service, curently based in United Kingdom at a NATO military base. The vehicle is here with me, I tried to sell it here but nobody is interested in an US registered vehicle especially because of the high costs to register it in this country. Since it is registered in US you won't have to pay anything it has a clear US title, no lien. I want to tell you that we will use eBay in this transaction in order for both of us to be 100% protected and insured by them. eBay will supervise this transaction so there won`t be any problems.I can have it shipped from here by an US Air Force cargo plane so there won't be any additional shipping costs. Also I can arrange for a truck to transport the car to your home address.The shipping will take up to 5 days, depending on your location and you will have a 5 days period of inspection/test period. The car will arrive with all the papers and documents required for registration and the keys. The US clear title and the bill of sale will be already signed by me and also a sale receipt signed at a legal attorney stating that I'm selling you this car.
Please get back to me with your full name and full address so i can forward your details to eBay in order for you to receive the invoice and all the remaining details(payment and shipping method) from them, after that we should follow their steps.

somewhere on this huge web, I read a story about a guy who actually got one of these scammers to part with some serious bux. He actually scammed the scammer.
It involved sending a package COD to the scammers home country. I forget the details, I read it about 2 years ago, but it was sweet revenge.
