In the attached pics you can see my fuse panel I removed from my 78 (10/77) 40. My question is what are the two black parts sticking out from the back if the panel where I unplugged it? It looks like something possibly went in there but there was nothing when I pulled it.

I have the same setup on my 77. I think they may be extras for future 12v to whatever-don't have my 78 wire diag in front of me, so not sure if they were used latter than 77.
 
if you look at the front cover, one tab should be associated to a constant power fuse and the other to a switched power fuse. they are accessory tabs for things like the interior lamp above drivers head on left. that goes to constant. the other can go to anything you want on a switched power source, amp for radio, etc.

the black sleeve is simply an insulator so if nothing is attached it wont short out.

Ok. Thanks. I put it back together after cleaning it up. My headlight switch has issues I think. One of these days I will be able to get it out.
