77 Driver side rear fenders phillips head screws

These screws are located on the driver side rear fender inside the tube. What were the purpose of these screws for. I thought I have seen tool bags in this general location but on the passenger side.

Were tool bags optional when ordering a vehicle? I do not see any holes under the drivers front seat either for the bracket that holds the band to secure the bag.
