The PO welded the castle nut on to the bolt to mount the shock to axel. Since Im going to have to cut it off, is it necessary for me to get replacement castle nuts and cotter pins or can I just use proper fitting nut and bolt like the top mount?

I'd use regular bolt on bottom, but with self locking nut so that you don't have to squeeze the guts out of your shock bushings.
