3B Turning up the fuel - in or out?

It looks as though I have the HAC. Maybe I'm not able to retard the timing enough to reduce fuel at such a high elevation?
 
I don't think the HAC on my 70 has ever worked. I also live over 5000ft and it poured black smoke prior to turning the fuel down. I would try adjusting the HAC body before adjusting the timing just as reference. When I turned mine down it only took about 3/4 turn and it fixed the problem.
 
Are you turnind the HAC body counter clockwise? I'll check the manual again later.
