2LTE Valve Clearences! Recommendations

Hello Guys! i did a valve clearence check on the 2LTE engine.
the Cold specs call for
Intake: 0.008-0.012 in
Exhaust: 0.016 - 0.020 in
Mine arebelow, i.e. the thickest gauge that i could insert into the gap.
Intake :
#1 0.008
#2 0.006
#3 0.007
#4 0.010
Exhaust:
#1 0.016
#2 0.019
#3 0.018
#4 0.017
Got a couple of questions:
1. Two Intakes are tighter than they should be. How tight are they? ie.e is it too tight! I do suffer from cold starting issues.
2. with wear do clearances increase or decrease, Should i also bring the other ones closer to the middle?

These valves must be checked with the engine totally cold and NOT run for the preceding 24 hours.

Do not run the valves too tight, it really affects performance considerably.

Cold starting issues can be more attributed to glow plugs than valves, but there should be nothing for issues with the current summer condition we are having.
