@MojoMuffy The washer at the fuel return rail is not supposed to be there. That washer is supposed to go down inside the injector hole. There are only supposed to be little copper/aluminum washers up by the fuel rail. There could be more bad stuff going on then that. Someone has done some poor work there. I recommend buying all new washers for all injectors and re-doing everything yourself. Use megazip to find the part numbers, order the parts from partsouq. Generally if you had the right washers, they can all be reused except the smallest one that seals the injector nozzle to the cylinder head/ upper precombustion chamber. If that washer is not replaced everytime injetors removed, then they will get fouled with combustion carbon and not work right.

@nomadtribe posted is for the first generation 2LT (pre 1989). The 2LTE and 2LT-II have a lot of differences, and you need to use that manual.
