2016 key fob programming

Can a 2016. Toyota LC key be programmed at home or must it be done by the dealer?Can a third party locksmith do it? I just got a factory replacement key fob and would like to Do it myself if it is a series of steps vs computer programing. My searches did not provide much info on the 2015+ models

The TIS Techstream software is used to program key fobs.

Or you can get it from various sources around the internet. I purchased a 2-day license at the above link AFTER I purchased and had the required cable on-hand that connects your laptop to your OBD2 port. The cables can be purchased on e-bay, here's an example: Xhorse V10.30.029 MINI VCI for Toyota TIS Techstream FW2.0.4

Thank you for the extremely detailed response it is appreciated Funny thing is I just got rid of my old windows laptop a week ago after not using it for years. Only Mac's now. I will track one down to use

I assume there is not a Mac version of this software
