2001 LC Pre Purchase Inspection Questions

Hello everyone.
Noob here, learning a lot thanks to the great content here at IH8MUD and awesome community.
I am pretty close to pulling the trigger on a extra clean 2001 LC with 220k miles.
Got the multipoint inspection completed by local Toyota dealership and I have attached their findings.

They found an exhaust leak, but there is no ticking noise...possible small hole somewhere?
Needs 4 new tires.

The cautioned tasks are (meaning not urgent):

I've gotten the seller down to around $9,500. Is that a fair price?

Would appreciate feedback and thoughts on this LC and price.

Seems kind of high in price for the miles, but if it's clean might be worth it. I'm not up on prices since gas has beenway down. I'd use the tires, and leaks as a bargaining chip and see if you can get to 8k or below. The steering rack and tires are at least $2k when you fix.
 
I'd suggest a written ballpark estimate from the dealer as to what it would cost to get everything back up to snuff on the vehicle and negotiate with the seller to a point that you are comfortable with the price + the service to make it right.

Note that I was quoted $1725 from the local Toyota dealer for replacing the steering rack (parts + labor) on my son's TLC.
 
You can replace the boots on the both sides on the front if the cv joints arent damaged and use pfrans clamps. Steering rack isnt going to be cheap though. His price is $1,500 high if you want my opinion and thats only if its in decent to nice shape.
 
To give an idea about the exhaust, mine won't pass safety with leaky muffler and intermediate pipe. I just ordered all replament parks back of cats from Amazon for $280 (Walker brand). I have someone coming over to install when all parts are in. That will probably be another $100. Not bad, Meinekie wanted $640.

That's not bad at all. I called the dealership today and if it was a manifold they would charge about $1100, if it was just the gasket they wanted $400.
 
I think thats too much. I paid that much for mine this year at 186k miles. I needed timing belt; did myself [$700 or so in parts/tools], new rotors/brakes all around and repack [$350]; doing it next week, manifold; next year. Was quoted $500 at a muffler shop, but if i remember it was to weld not replace....dont recall now...
