Note the few differences between the '10 and '09 are an upgraded navigation system (I don't know what the differences are but as an '09 owner I can tell you, any change would be an improvement), XM satellite radio (although you can easily add this to the '09), and rain-sensing wipers. I believe those are the only differences between the model years.
Keep in mind that because an LC may have navigation, it doesn't mean it has the UP; nav was a (rare) stand-alone option. The easiest way of telling if the vehicle has UP is to look at the steering wheel - if it's "wood" on the upper and lower portions, it has the UP, if it's all leather, no UP. Obviously someone could change the steering wheel out but it's the fastest way check when looking at pictures online.

edit: I just re-read your post - the 2009's do not have the Safety Connect (SOS button). I believe this is Toyota's OnStar equivalent.
