1994 Landcruiser, gas gage is always on full.

I have a bit of a challenge. My gas gage is acting up. Always wanting be stuck on full. Seems like a nice problem.

I’ve replaced the combo float / sending unit. With OEM parts. Checked for obstructions inside tank, all clear. Checked connections at tank. Ok. Not sure if wires have been inverted. Have not checked voltage. Have not checked gage it self. Have experienced that while stuck on full, the low fuel light did come on. This is a 1994 Landcruiser. Thanks in advance for any words of wisdom.
 
Check connections to the gauge, also check to see if the wires are chaffed anywhere and are shorted to ground (check for continuity to ground). I don't have access to the wiring for that circuit now, but it's likely one of the wires is designed to go to either +12v or ground all the time.

Mine, too - but it's because gas is $5/gal and the LandCruiser sits in the garage all the time!

Seriously, though; you might also check the gauge itself by gently tapping close to it (*when the tank is low), to see if the needle is just stuck. Since these gauges read the current fuel level even when the engine isn't running, I'd also suspect a ground behind the gauge cluster.
