1984 FJ60 new OEM carb, rebuilt OEM distributor. Fuel starvation issue

When I disconnect the charcoal canister the fuel starvation issue ceases.

I can feel suction from the hose that's seated higher in the firewall but no suction from the lower hose.

I'm trying to figure out what my next steps are to figuring out exactly what's broken.

Check the functionality of the Fuel Evaporative Emissions Control System. See attached

There shouldn’t be any suction from the ventilation hose that leads back to the carburetor from the charcoal canister when the engine is idling.
The forced EVAP system shoud only be actuated when the gas pedal is pushed down a bit while driving. Never at idle.
