1976 FJ40 Cluster Help Needed (2 Viewers)

My May 1976 cluster lights only work on the left side. The two bulbs on the right side will not work along with the center (High Beam indicator). I'm thinking it's a ground issue probably within the printed circuit board.
Can someone explain the purpose of the two wires, one white and one black, which connect from the printed board to the area behind the speedo at the top? It looks like some kind of ground as you can see in the attached pictures there's a slot where they connect.

OK, in your first pic, see the two mounting screws that hold the board ? those go thru the ground path, follow that copper/blue path around and thats your ground path, you can follow it to the multi pin and see what wire is ground. Now you know what side of lites is power, follow that and test to see if its broken, same for ground path on board.
 
You san see in that pic which pins are power for left and right blinker, you can see the ground path pass thru multi pin to pick up left blinker. The 1 oclock pin is power for the outer lites and the 9 oclock pin is power for that center bulb. Sounds like your ground path is bad or those bulbs/sockets need attention.
 
I would clean/polish the copper landing pads around the bulb holder. The bulb holder also likely need cleaning too and perhaps some chiropractic work to make proper contact. Also make sure the bulb actually is good and not "LOOKs" good.
