i purchased a 71 for parts for my 70 though not needed, but was looking and cant find the transfer case shift lever. were some full time 4x4??? Unit does have warn hubs. There is a lever under the dash beside steering column .. could this be the t case shifter ? unit is not running
 
yep, lever under dash is transfer case lever.
With lever up against the dash the trnsfer is in high range. Pulled out just a little ways with put the transfer in neutral. Pull further out will put the tranfer case in low range. To the left of the shifter knob that should have FD on it if it still there. Below the knob is a wide washer. The knob puts the transfer into 4WD. You can either pull the knob to put it 4WD or pull the lever out to low range. A pin on the side of the lever with catch the washer on the 4WD switch and pull it out.
 
Your 40 is vacuum actuated. That lever connects to a actuator valve on the fire wall under the hood passenger side. The valve then connects to transfer case lever located on transfer case.

You’re......almost.....correct. The vacuum diaphragm on the transfer case only engages/disengages the front axle. It’s actuated by a pull knob next to the parking brake handle. The lever under the dash is Low-Nuetral-High range and has a direct linkage to the transfer case.
 
Mark you are correct I left out an important part of the sequence. Not sure how that brain fart happened.
