17/64" SAE Nut driver bit?

Nuts that hold the plastic shroud of a mobility scooter I'm trying to fix are apparently 17/64". Sometimes I can manage to loosen them with a 1/4" nut driver but often the nut driver is just too small. I've also tried 6.5mm nut drivers and they are too small while 7mm is too big. But I can't find 17/64" nut drivers anywhere! Anyone have any idea where I can get one?
 
I can not find anyone who makes a 17/64" socket. If you know anyone please let me know. Internet searches suggest that they don't exist. The nuts are mostly in recessed areas of a plastic shroud. I can't get normal sized needle nose pliers around the nut much less vise grips or an adjustable wrench. The best I can do is use needle nose pliers meant for detailed wire wrapping with a very small and fragile needle nose into that recess, and then I can't get a good enough grip to turn the nuts securely and there is good chance of breaking the pliers trying.

Grinding a 1/4" socket with a rotary tool to make it bigger is the best solution I've come up with and that has it's own issues.

Try putting a layer of fabric between the nut and the next larger size socket?
