Yeah I used that tool not thinking it would do much of anything, but it removed a lot and quickly. A wire wheel will do the job, but it wont get all of the scaly rust.
When I took the "C" out I had the bumper and rear crossmember removed. You will have to get creative and have patience getting...
Couple of pointers.
If you have access to a decent air hammer it makes the job go by much faster.
Cutting oil is your friend when drilling through those rivets.
No need to unbolt the body mount.
I would a needle scale to clean up the frame rail that was covered under that c channel.

$668 was the damage, free shipping too. The local upholstery shop quoted me $900 to re do the original seats. Seemed like a better idea to go this route.
Slowly prepping for SAS in August. The original seats were toast. After some reading I found the Procar seats. They are direct bolt on onto the oem seat rails. An unexpected benefit is these seats create a ton more leg room which is great because I'm not a small guy. Fed Ex forgot the driver...

I went the 62 alternator route, it works well, with the headlights on, A/C on with the blower motor cranked up all the way and my fog lights I'm at 14.2-14.3 volts.
Looking back though, probably easier to just find a reman 55 amp alternator. My old alternator was barely pushing 13 volts flat...
