The Ratchet strap to the bull bar keeps it from bouncing. It doesn't block the lights or the license plate. Seems to ride pretty good and will work well getting to and from a campsite just no serious offroading for sure.
Seems to always be a crowd out there looking for "vintage" / OEM look steelies and they can get pricey when you find them. This looks like a solid current manufacture alternative that is available in several sizes

Factory 80 hitch assembly, spare tire mount w/ lift mechanism in working order, rear bumper end caps w/support brackets.
$150 gets the whole pile or $100 gets you the hitch. You pick it up (20602) or I can haul it to work on Ft Belvoir (22060) and you can pick up from there.
