Don't forget, as you fix the rocker arm assembly in place, there will be some resistance because you are overcoming valve spring pressure and opening some valves... apart from that, it should fit straight on....
@duncanrm.... Tell me what path the oil takes into the intake manifold if everything on the motor is in place except for the oil fill cap..... must be a weakness I don't know about....
I don't usually even visit here but...... I had a 55 many years ago with a 250 falcon motor in it... went well.... back on track... you said you had a spot weld drill, where the hell did you get it.... I've been keeping my eyes out for some time but never have been able to get hold of one...
Plan A... I would be more inclined to weld both the head and cap up, line bore it and start again....
Plan B... you may be able to do a more brumby fix by sourcing a cam bearing from whatever that has a noticeably larger o/d than the original cam bore and a smaller i/d than the original cam...

If you stil want to try to get the old cable going as a backup you might try a cable lubricator setup that some dirt bikers use on their cables or a plastic/pic pipe sealed one end and longer that can fit the cable in. Put your cable inside and fill with diesel, leave it submerged for a week and...
Use a thread file to recut the thread... It's a little bit rough but if you are patient and careful you will get fairly close and you can then run a die over it and all will be good.... It might be best if you use an adjustable die, expand it to maximum get it over the nose and down to the base...
I'm thinking vsv as others have said then maybe fuel blockage... running without vsv won't hurt... block all ports that have been opened by disconnecting the vsv hoses... you won't be able to turn it off tho without getting under the bonnet (hood) tho...
