Here is the problem and confusion I have thoroughly not figured out .... the fuel arm does not touch the pin. They will never touch.

Ya something is not right there - the end of the high altitude compensator with the boot (D) should limit max fuel, so adjusting it in effectively “turns up” your fuel (even though all it is really doing is allowing the linkage more movement). Almost looks like the HAC is mounted too low.

Your EDIC is not connected, how are you shutting the engine off?
 
So the engine would not start with the edic on, I took it off and it starts great, I can drive it smokes more than I think it should, I shut it off by hand pushing the fuel arm linkage thing forward. Is it possible this engine was bastardized from another type of engine? Can you post a pic of a Bj60 stock fuel pump should look like?
