The bouncy ride after sensor lift is a classic symptom of worn accumulators. You're right that accumulators should be in your future. It'll be the best money spent and you'll be surprised how great the ride is after.

Cheaper option would be to make another part. you would have to drill an tap some holes in the main bumper part.
I can do these parts for around $100 for 2, if enough people want them. I would put 2 tapped holes in them to secure your mud flap.
