Solved.
It was the hood latch safety. The “heel” of the latch was rubbing back and forth against its stop, like a tiny violin.
I put a little length of shrink tube on both parts that touch, sound gone.
I guess hood was moving up and down...
Can confirm that the center tower bolts are the weakest point of the OE rack design. They sit in a little well that fills up with water, so the torx bolt heads sit immersed most of the time. There should be a better drainage means in that well...
Good point. I have not actually checked whether my 99’s frame crossmember has a 2” square through-hole. That would be a non-starter for a bumper-mounted solution.
