+1 for this reply - it is most likely the actuator. Simple repair - takes about 30 mins to r/r the panel and install the new actuator. I may have a spare that I'd be happy to send if that'd be helpful to you.

Thanks for offering to help, I think the biggest issue is going to be convincing my mechanic that they can be replaced through the wheel wells in 4 - 6 hours instead of the books 10 hours per side.
