The one I saw was a weld failure (looked like the weld was short from the factory) and the hoop straightened out. Have successfully used them for recoveries many times, just inspect them occasionally.

I was able to pull the sheathing out of the firewall grommet about a half an inch or so and reseat the spring clamp. Now the valve is traveling all the way to the stop. Test drive this evening. Thanks to all for your help.

Dude, WTH happened to your radiator fins? What causes them to separate like that, and did it still cool effectively? You're missing a significant amount of surface area that the fins provide...
