I was able to pull the sheathing out of the firewall grommet about a half an inch or so and reseat the spring clamp. Now the valve is traveling all the way to the stop. Test drive this evening. Thanks to all for your help.

OK so I disconnected the flex fuel return line in the rear DS side of the bay. Yes, it is very easy and fast to do, if you're wondering. (Could not do it at the FPR, though.) I guess that is the answer to my original question then. And saw...
