Chances are if you cannot get the dowels out easily with a good pair of pliers, or vise-grip, you will probably bend/ruin it trying. I would recommend cleaning/working around the dowel to avoid the issue altogether. You could also try a good quality penetrating fluid and let it sit a couple...

But if you have an aftermarket already there is no problem drilling a hole. I have done it many times on many different vehicles, make sure the hole is small. The downside is it won't warm up as quick. You are essentially by-passing the t-stat with some of your coolant...
It all depends on maintenace.
You could have a 100k miles on it with no maintenance and it would burn oil guaranteed. On the other hand you could have a truck with 250k+ on it and won't burn a drop. MAINTENACE is the key. And good oil helps, spend the extra bucks on it, stay away from quickie...
