Got a set put on a 60 today. I removed a clapped out OME kit with 3" longer shackles Total game changer. Ride and handling are greatly improved.

my first step would be to make sure the horn is grounded well, then jumper direct to battery + to test. To rule out wiring, relay and horn button.
