Sea potato has forms for 40 fenders, that's how I built my fiberglass ones, you could do something like that then extend them fairly easily.

Locks are actually pretty good for rust. Pot metal and brass or stainless mostly. Just the springs you need to watch out for, particularly the one on the key hole flap, but they're usually almost toast anyways.
I didn't leave these locks in...
