What's a ZX Land Cruiser in the U.S.? Is it just a model that someone has managed to import from overseas? Does it have any differences than the standard 2013 base model sold here in the States?

That's a normal US spec cruiser. 2013 foreign cruisers aren't old enough to import and be sold by this kind of dealer.

You can do it under consulate rules and show and shine exemption, neither of which this falls under

I was wondering the same about the ZX. I have seen two "ZX"s in my area in the last week or so. They both have the ZX emblem on the left tailgate corner just under the taillight.

ZX is the top trim level in Japan (and other markets), similar to Sahara in Australia. We only get one trim in the US; Land Cruiser.
