I recently had a similiar electrical problem with my FJ40 with SBC that would not turn off with the key switch and the system remained hot and would run the battery down in time. Turned out to be the wire for the heater had gotten hot and burned thru the insulation and stuck itself to a constant hot wire and there for was hot all the time and once started you could not shut it off with the key switch. My problem was determined by pulling fuses one at a time while it was running. When it died after a fuse was pulled that indicated a place to investigae and behind the fuse block the melted wiring was found. Good luck.
