Hard to explain but look below the cap and you will see a bolt in a slotted plate it will appear the if you loosen it you can turn the dizzy left or right. It should be close to where it goes into the engin.
 
and once you find it your troubles may only be beginning... every on every truck I've messed with the dizzy as been frozen in the block (ie won't turn whether you loosen the nut/clamp or not).

search for info, but threads here vary on fixing that from twising it with big channel locks, to using straps wrapped around the base of the dizzy and leverage of some kind to pull it out, to dropping the oil pan and pounding it out from the bottom.

Just to moderate the previous post, when I pulled my dizzy(which as far as I know had been in since Sept of '86) it did resist being pulled out but not THAT bad... just had to yank hard, curse a little, and maybe tap a little from below. Good luck!

I was looking at it the whole time. If it was a snake.......etc. I guess I expected it to be somewhere else.
