Where is the Transfer Control Relay?

Thanks for that. You are right. In the circuit diagram it is called the Transfer control relay. In the parts manual it is the 4X4 relay. It is in the foot well on the LH side of the steering wheel shaft. There is a holder with 4 or so relays there.
 
The number one fault of the vacuum shift is a dead VSV. Check those first (and given that your vacuum lines are all hooked up and you have vacuum).
