I am wanting to put some new rims on my 1982 FJ 40. Will 16 in. rims work? Currently I have some 15 in. rims on it.

Crawling over something
16" wheels work fine. They thing that you have to watch out for are the center hole diameter and the offset. Most newr vehicles with 6-5.5 pattern have a substantially smaller center hole and more negative offset offset than a 40 can use.
Typically, if it will fit an 80 then it will work on a 40.

I have seen a lot of discussion on line about the backspace. Is the maximum backspace 3.5 in.?

For a 16" wheel that is probably acceptable. A 15" wheel is 3.25".
I have 3.5 on a 15" and it works fine. 4" is a no go for sure and that's the most common.

I tried a set of Stock FJ80 wheels and they rubbed on the steering joint.
I've got a set of 15" American Racing wheels if you're interested...
