What is this? What's it for?

NooB question. Stock '85 FJ60 2F. I don't have a FSM and I'm having some trouble identifying a part. JimC is rebuilding my carb and he suggested replacing some stuff while I'm in there. PCV valve, fuel filter, etc. I was checking vacuum lines and I noticed one going from a splitter above the PCV valve to another contraption that bolts in within the air filter housing. See Pic. What is this part called and what does it do?? The vacuum line was blown out and the part appears to be packed full of sludge...

I think that valves open and closes below depending on the temperature of the air. It controls the flap down on the air intake and based on the temp. opens the valve to pull in cool air from down by headlight or closes to bring in warm air by manifold to help th engine to warm up quicker.
 
Thanks for the reply and explanation. Is it supossed to be filled with grease? Is it called a HAC valve??

The HAC valve is the "High Altitude Compensator" which has vacuum lines to the dizzy and carb. The thing in the air cleaner is called an HIC valve (don't knwo what that stands for). It shouldn't have goop in it - you might try running some brake cleaner through it. As long as it's not stuck in the cold position (sucking intake off the exhaust manifold) I wouldn't worry about it. It only does anything for the first minute or two after you start a cold engine.

If the HIC valve is clogged, what would the symptoms be while running? Is it worthwhile to replace?

Just clean it up and put it back in. Do you have a lot of grease in the air cleaner? If you do, then you should cofirm your PCV valve is getting vacuum.

To check to see if the HIC is working.

Start it up when the engine is cold. Then check to see if there is vacuum on the round diaphram on the air intake which controls the flap under it. After your engine warms up the HIC valve should close and shut the flap since no vacuum will be present on the hose now. The HIC gets its vacuum from the same hose as the PCV valve. If you unplug the hose from the valve under the air cleaner make sure it is getting vacuum.If you don't have a good strong vacuum at the hose on the PCV valve I would get a cup of seafoam and suck it through the PCV valve to help clean it up.
