What is this port hole under my passenger wheel well? Am i missing a cover?

Noticed this access hole in my passenger side wheel well anyone know what it is for and if I am missing a cover or something?

I bet someone made an access hole to replace/fix the antenna.

That is not a factory cut-out. Appears the PO had to access something rather than doing it the correct way.

Fill the hole with more cement/liner or whatever the rest of the vehicle appears to be covered in
