What is this part?

So I was looking around and saw that this part had holes in it.

What is it and should I get a new one without holes?

I can't remember what it is called, but I replaced mine with a used one from specter. Before I replaced it, sounded like an exhaust leak. Ran and sounded a little better after.

Found it I think: Specter Off-Road-Land Cruiser Parts - Search On-048-25

It calls it a check valve.

It is the A.I.R. manifold check valve. It lets the smog pump push air into the exhaust but keeps the exhaust gases coming out. The hole is on the smog pump side so you shouldn't be getting any exhaust gases into the engine bay. I have a used one sitting here I'll send to you for $10. PM me if interested. you could also try sanding the paint up a little and but some JB Weld over the whole.
 
is it the same one for an 88 62? If so put me in line, I may be interested. Mine looks like someone welded(poorly)some new metal around mine. Im not sure that it would pass CA smog like that.
