I refilled my blinker fluid today on my 04 LC and just noticed this part of my headlight assembly that is never lit. What is this for? When should it come on?

That's the "emergency" blinker fluid reservoir.

Thanks. But seriously, are my headlights malfunctioning? I'm old and at night I need all the lights.

That reflector design is not meant to project meaningful light to aid in night driving. The curvature is all wrong.
just install a new light bulb and see that they do
It is the parking light and it comes on with the headlights. I believe the bulb is a 168.
It might be a little tight to get to without moving the battery.

It is a 168 bulb (wedge) It is not hard to replace once you get access to the back side. You can go with standard bulbs or LED bulbs if you change out both sides.
