That’s way above my pay grade. I dropped it off at a local shop.Cut a 6" piece of 1" tubular nylon. Rubber cement it in place on the backside of the tear, perhaps a dab of hot glue at both ends to secure it in place. Hand sew with at least 6 strands of dental floss non waxed when it dries, do a seam one both sides of the rip, then bo back and zigzag across the joint. Then paint the stitches with flexible glue. Big needle and carbide jaw needle driver are the tools of choice. I prefer the double needle stitching like for saddles. I developed my own technique using the Speedy Stitcher that produces a double needle locking stitch. Tandy Leather artificial sinew is strong stuff. I back stitch the start and the end.
