Just a SWAG, but I'd try disconnecting the wire that goes to the wiper sensor at the top middle of the windshield. The purpose of the sensor is to control the wipers when set to intermittent operation, but they have been known to develop a mind of their own. If this solves your problem, then you know you have a bad sensor - or perhaps if the windshield was replaced recently, a bad re-installation of the sensor to the windshield.
