weird brake problem

I have developed a brake problem. when I come to a stop the pedal drops If I pump it. it appears normal. I am not low on fluid. so ?? Master cyl.?? booster?? My vacuum gauge does not show a drop when braking so probably not a bad diaphragm.??

A declining pedal with static pressure is a bad master cylinder. Get one.
