While I was changing the oil tonight I saw pink crust around the joint between what the manual calls the water valve and the hose on the DS of this valve. I assume that this crust is rad fluid that has leaked and evaporated. What is this valve and why would there be this crust between it and the hose. Is it possibly blocked? The other end of the hose also had this crust on it at a joint.

You have a small ammount of coolant seeping out between the hose and the bib of the valve. That is not un-common and not an immediate threat. I recommend that you rinse the area off with a water stream such as from a garden hose. This should flush the "crusties", as we call them, off of the joint. Then monitor the joint to see if they re-form. If so I would the replace the hose/s in that location.
