I got offered a warn 9.5ti for around $700. I have no clue if it's been under water or how sealed it is. I know it works though. Is this a good deal or way over priced? I know amazon has a Zeon 10k winch for 899 new.

Buying used is always a gamble. The problem specifically with a winch is they can really be abused, sold and then fail when you need it most. Entirely up to you!

If you buy used, tear it down before you use it. Warn sells any replacement parts you might need.

I know it ha ne'er been abused the guy has kept it indoors since he bought it and has used it maybe 5 times. But I would tear it down and check the parts and oil everything.
