vtv to dist. prinary?

My air pump seized. So I gutted it and went forward with a desmog. The schematic { above] shows to remove the vtv to the primaqry vac [ retard?] on the distributer. I am not clear what is meant here. Just take the " blue VtV" out of the vacuum line or block the primary port on the Distributer.

Remove the VTV from the vac advance hose. Connect vac hose direct to distributor secondary (hi-alt) advance. Primary advance can be connected to air cleaner (atmosphere) or capped.
