How can I tell if I have a bad rim? or tire?
My 97 LX feels like it has a blown shock ie. at 70 mph the car starts to vibrate/ shake.
all 4 shock are new, and tire balanced
any suggestions
 
Get up under it and see if the drive shafts have any play. Has it been off road lately?
 
Could be several things...
1) Out of balance tires
2) Drive shafts out of balance or out of phase
3) Did you recently lift it? Some 80 series trucks that are lifted 3 or more inches develop a vibration due to the lift modifying the drive shaft angle.
 
Tires balanced
As far as I know it has not been off road. I just got it a month ago.

You have a permanent 4WD vehicle, so it could be one of two shafts that is imbalanced (I guess it could be both). You can disconnect one shaft at a time and lock the center diff lock to find the imbalanced shaft. Do a search in the 80 series group if you need more information.
 
Have the fron end alinged and check the bushings on the front arms I bet one is wore if not both. If so it will only get worse...

Car ramps, curb, something just to get one side up so you can get under it.
