Trying to tighten a.c. belt

I just spent two hours trying to figure out how to tighten the belt on my a.c. compresor, i loosend off my power steering pump but still too tight, i dont know what to do except take off the entire bracket for the power steering pump ?

What the toyota engineers were thinking is beyond me all the other accesories are reasonably easy to tighten.

ok i figured out the previous owner broke the adjusting bolt head off and did not tell me about it or it could have been the one before him .

well one more for the to do list .
