I know they are M8 x1.0 but the parts counter at Toyota wants over $20 per bolt. Where can I find them for less?
 
Are you sure that was not for a set (per wheel) here is an option McMaster-Carr - https://www.mcmaster.com/fasteners/flat-head-screws/
Those "flat" heads won't work ... The cone shape would require a modification to the rings by beveling the edges of the holes.


These are what I went with... And yes I will be clear coating them so they don't rust or fade

I honestly thought they screws were not socket head screws (the ones you bought) and are the flat heads as I linked. Sorry for the confusion. I have some extra screws at home and will need to look at them again. I am on a project away form home and it will be a while.
 
Internet search showed me my memory was incorrect. Application calls for button head screws, Socket heads will work but will stick out. Black oxide will have corrosion issues and will likely seize up in the hole due to galvanic corrosion between screw and screw hole. another option would be to bottom tap holes to 5/16-24 and find a stainless button head screw.

Edit- be sure to use blue locktite when installing screws.
