Trans Retaining bolts

I have a 3spd. Top two retaining bolts went in like butter. Something isn't right with the bottom two. All four bolts should be identicle in length and head size correct? Seems like the bottom two's heads are a little too large to fit and seem too snug to get in the last 1/4". These are (I believe) the same bolts I removed 3 years ago but of course were some of the only ones I didn't baggy and label.
