Tandem towing is illegal in most states, the exception being a 5th wheel. I believe towing behind a 5er is legal throughout the U.S.
I have done this for a very short distance and let me tell you it is a wild ride.
The bigger question shouldn't be can you but is it safe to?
In california you can only pull doubles with a class a license, the length must not exceed 65 feet total, and a few other things like trailer weight and gross vehicle weight, tire ratings and so on. ive investigated this topic before. you should check with your local commercial vehicle law enforcement agency.

I towed 2 M101 CDN's home in California by loading one upside down on top of the other.
