That M416 manual is for much more modern versions than what most of us have. Dated Sept 1990 and that model has hydraulic brakes (ebrake too). The old ones don't have the surge brake and the ebrake is cabled.

What did you use to paint the frame?
 
I sanded it and wire brushed all the gunk..then I sprayed it with rust converter....let that dry for about a week. Then a light dusting of the bare metal with self etching primer. Then sandable primer. Then a final sanding. Clean with acetone and then rattle bombed it with krylon industrial flat black. It's a process, but the extra prep work gives the paint a good bond and hopefully lasts longer.
